Hierarchy is hierarchy by indoctrination of enough of the public that supremacy for a few is a good idea for everyone.  That idea may not be the FACTual.  Capitalism promised that unlike it’s co-authoritarian system of communism, capitalism would keep down costs, increase general lifestyle for the most people, and would ensure empty store shelves would not happen.  The evidence suggests differently.  Public/private partnerships seem a hierarchical shell game to transfer wealth from the public sector to private commerce.  Under the commercial system Climate Change is expanding and worsening.  Citizens United has legalized the corruption of ownership of legislators by commercial interests.  This seems corrupt.

The indoctrination by oligarchs continue, that if money is given to the general public, many in poverty, said people would simply misuse the funds.  So what precisely is the function of money?
C-Span hosted a discussion about sports betting.  Several callers mentioned the taxes generated to government, along with questions about where those tax dollars end.  That is a good question.  If one combines the reluctance of hierarchical Establishment to trust the general public with money, that seems to be the case, while said hierarchy builds out a system by which hierarchical Establishment can inveigle money out of the public, that feels like corruption.  In other words, to do one or the other feels like bad policy.  To enact both feels like money laundering.
If keeping money out of the hands of the general public by hierarchy due to suspicion of misuse, while promoting a system to do so for tax income happens, should a discussion continue as to the functioning and purpose of government?  What if the government hand-out of money should get into the hands of, for example, a medical professional who sets up a free clinic.  Would this be improper use of funds?  If this is not improper use of funds, why doesn’t government simply provide 1-payer comprehensive public health care services, for example.  This could make more sense for sports gambling, with taxes collected transparently carrying the weight of the cost of free clinics, for example.  Is it wise to assume politicians make the best use of the wealth of our nation?  Keep in mind that over decades, government has enacted laws that effect the economy, resulting in a massive transfer of wealth from the 100% to 1%.  
Otherwise as happened locally for Covid-19 renters assistance, the funding could be sidetracked to repair municipal-building roofs rather than to support mere families.
A functioning and honest government should be reluctant to act in this way while organized crime would not be reluctant.

Regardless of which character sits in the Oval Office, We The People have work to do to maintain principles of our democratic (small d) Constitutional republic.  Several items to challenge—*We need the integrity of ranked-choice voting so voters won’t feel compelled to “hold your nose and vote”*Censored debates must be stopped.  The Democratic/Republican duopoly pretends to legitimate debates in what is nothing other than another campaign show.  Independent debates run by uninterested sponsors such as The League of Women Voters, must be restored.  (Access www.debates.org to understand the extent of duopoly control).  The so-called Debate Commission is a corporation to promote the Democratic corporation and Republican corporation, not to inform We The People*Challenge and stop gerrymandering that is a trick especially of the Republican branch of the duopoly.*Stop voter suppression by political Parties, and especially confront and stop Party suppression, which is the over-arching approach to voter suppression.  Party suppression seems to have been the responsibility of the Democratic corporation*Promote by law ranked-choice voting, so we won’t be told again, by D&R duopoly, to “hold your nose and vote”
If these issues are handled, our next elections can be honorable.
